PROBLEM TO BE SOLVED: To provide a folder management device and a method and a program for automatically detecting and erasing an empty folder generated in a file operation. SOLUTION: A folder management device (16) detects a file managed by a repository database (2) with its validity term expiry or a file operation in a file maintenance tool UI(14) displayed at an operation/display part (11) through a user interface control part (10) by a file maintenance tool (9), and displays a folder erasure confirmation UI(12) which confirms whether or not a folder to which the processing target file managed by a file system DB(1) belongs before file operation is empty, and makes an inquiry for the validity/invalidity of the erasure of the empty folder to an operator at the operation/display part (11). An empty folder monitoring part (8) instructs the file system (5) to erasure the empty folder when the erasure of the empty folder is instructed by the folder erasure confirmation UI(12).
