The device has an electric motor arranged in a cylindrical case (2) positioned in an upper end of a gutter (1). The motor has an output shaft for actuating one end of a worm (4) extending on whole length of the gutter. An another end of the worm drives a transversal paddle (5) and a cutter blade mounted on a part that pivots on a support bolt (8) whose end is placed on a transversal wall (9) of a lower end of the gutter.
