PROBLEM TO BE SOLVED: To improve the productivity of a flat paper cutter, a packaging machine, etc. by providing an apparatus and method which can stably carry out the marking on the side surface of the paper sheet running at a high speed by improving a method for supplying ink to a disk for carrying out the marking through being brought into contact with the side surface of the paper sheet. SOLUTION: A series of processes for carrying out the marking on the side surface P<SB>1</SB>of the running paper sheet P with the ink 10 are divided into a process for transferring the ink on the marking disk 1 and a process for transferring the ink from the disk 1 on the side surface P<SB>1</SB>of the paper sheet. An ink applying roll 2a and an ink transferring roll 2b are used as the media for transferring the ink 10 to the marking disk 1 instead of a conventional felt member and pad.
