PROBLEM TO BE SOLVED: To provide an image processing apparatus, an image processing system, and an image processing method capable of realizing an excellent compression efficiency even when a photographing range is changed.

SOLUTION: The image processing system 100 includes: a monitoring camera 101 for carrying out photographing while changing the photographing range to generate image data; a camera rotation control section 103 for controlling the monitoring camera 101 so that the photographing ranges are identical to each other for each of prescribed time periods; a buffer management section 104 and a buffer 105 for classifying the generated image data by each identical photographing range; and an MPEG encoder 106 for applying encoding to the classified image data by each photographing range by utilizing the correlation between the image data and generating compressed image data by each photographing range.
