PROBLEM TO BE SOLVED: To provide a freezing suppression pavement material by including a chemical freezing suppression function and a physical freezing suppression function, and sufficiently displaying a total freezing suppression function due to synergism of imparting of continuance and sliding resistance of the freezing suppression pavement material, and to provide a method for constructing a freezing suppression pavement body. SOLUTION: A first embodiment of the freezing suppression pavement material Q adds fine powder 3 selected from among water soluble salts having the freezing suppression function through an adhesive resin material 2, an organic substance having water absorption, and an inorganic substance or the like having water retention on the surface of a particle-like core material 1 composed of a rigid body such as crushed matters or the like of quartz sand and natural stones or artificial stones. A second embodiment of the freezing suppression pavement material Q adds a mixture with the fine powder 3 selected from among a fine aggregate 4 consisting of an inorganic fine aggregate having a sliding stop function through the adhesive resin material 2 or an organic fine aggregate, water soluble salts having the freezing suppression function, an organic substance having water absorption, and an inorganic substance or the like having water retention on the surface of a particle-like core material 1 composed of a rigid body such as crushed matters or the like of quartz sand and natural stones or artificial stones.
