<P>PROBLEM TO BE SOLVED: To provide a photoelectric conversion element wherein a solid electrolyte membrane containing a conjugated conductive polymer is suitable for mass production, and the electrolyte membrane is uniformly formed; and to provide its manufacturing method. <P>SOLUTION: This photoelectric conversion element 10 has a laminated structure where a positive hole transporting polymer electrolyte membrane (electrolyte membrane 14) is interlaid between an n-type semiconductor electrode 13 with a dye adsorbed in its surface and an electron conducting electrode 15.
