<P>PROBLEM TO BE SOLVED: To achieve compatibility among high performance, high reliability and low cost of a heat exchanger by integrating a structure forming a passage in which a second fluid flows with a structure for accelerating turbulent flow of a first fluid. <P>SOLUTION: This heat exchanger achieving compatibility among high performance, high reliability and low cost of a heat exchanger is a heat exchanger composed of an outer pipe, the interior of which is a passage for the first fluid and a multi-perforated pipe, the interior of which is a passage for the second fluid.
