PROBLEM TO BE SOLVED: To provide an ultraviolet protecting cosmetic which does not contain an ultraviolet absorber such as a cinnamic acid derivative, a benzoic acid derivative, and a benzophenone derivative whose amount used is restricted by the Pharmaceutical Affairs Law and is also effective for treating dermatitis without adversely affecting a human body. SOLUTION: The ultraviolet protecting cosmetic is composed of a mixture of substances selected from water, a surface active agent, glycerin, squalane or squalene, evening primrose oil and its constituting fatty acid, conjugated linolic acid or its glyceride,α-linolenic acid or its glyceride, an amino acid, a vitamin A, folic acid, a vitamin B, nicotinic acid, nicotinamide, a vitamins E, vitamin K<SB>1</SB>, vitamin K<SB>2</SB>, a flavonoid, a carotene, an antiseptic, titanium oxide, zinc oxide, iron oxide, cyclodextrin, hydrochloric acid, and a caustic alkali.
