PROBLEM TO BE SOLVED: To provide a detecting device and a detecting method simplifying a system and reducing equipment cost. SOLUTION: The detecting device has laser radar 10 scanning a prescribed region and a circumferential region adjacent to the prescribed region; a radar information creating means 21 for creating three-dimensional radar information from distance information detected by the laser radar 10 and scanning direction information; an object detecting means 22 for detecting an object existing in the prescribed region and the circumferential region from the three-dimensional radar information; a region recognizing means 23 for recognizing the prescribed region and the circumferential region; and a train identifying means 24 for identifying whether the object is a train or not.
