PROBLEM TO BE SOLVED: To provide a rubber composition used for an under-tread, having a good adhesiveness and flowing property before its vulcanization and having a low heat generating property after the vulcanization and used in a pneumatic tire, and further, the pneumatic tire in which the rubber composition is used as the under-tread rubber composition. SOLUTION: This rubber composition used for the under-tread is obtained by blending 0.5-5 pt.wt. aliphatic hydrocarbon resin having≤-20°C glass transition point (Tg) and≥5°C softening point (Ts) to 100 pts.wt. rubber component containing at least 1 kind of a diene-based rubber, and the pneumatic tire is characterized by using the rubber composition in its under-tread.
