PROBLEM TO BE SOLVED: To effectively perform stable refuse combustion under low NO<SB>x</SB>, low CO<SB>2</SB>, low dioxin and the like. SOLUTION: In this refuse incinerator 1, a refuse surface temperature of each part on a stoker is continuously detected by a scanning-type infrared ray radiation thermometer 32a mounted on an upper part of the stoker, a refuse combustion central position on the stoker is detected on the basis of a maximum temperature of the detected refuse surface temperature, a burn-out position of the refuse on the stoker is detected on the basis of a maximum lowering ratio of the detected refuse surface temperature, a stoker speed and the distribution of primary combustion air A<SB>1</SB>are respectively controlled on the basis of a basic control method, and the stoker speed is adjusted by a fuzzy control method when the refuse combustion central position on the stoker detected by the scanning type infrared ray radiation thermometer and its burn-out position are abnormal or remarkably changed.
