PROBLEM TO BE SOLVED: To provide a software developing device of a load monitor controller for realizing the examination of software for monitoring and controlling home electrical appliances or industrial electrical appliances or the like at the time of developing those electrical appliances without using any actual appliance. SOLUTION: This load monitor control system is configured by making a monitor control terminal 15 to which a control target load is connected and an operating terminal 12 connected through a control LAN to this monitor control terminal 15 cooperate with each other for monitor-controlling the control object load on the operating terminal 12. This monitor control terminal 15 is provided with a first electronic file 18 for writing virtual data related with the control object load, a data extracting part 23 for extracting and processing the virtual data from the first electronic file 18, a communicating part 16 for transmitting the virtual data to the operating terminal 12, and for transmitting control data inputted by the operating terminal 12 to the monitor control terminal 15, a second electronic file 19 for writing the control data received by the monitor control terminal 15 and a data writing part 24 for writing and processing the control data in the second electronic file 19.
