PROBLEM TO BE SOLVED: To provide a torque limiter, heightening the durability, and reduced in size and cost. SOLUTION: In this torque limiter, a cylinder 20 in which an endless annular elastic member 30 is fitted in a recessed groove 2004 of the cylinder 20 is inserted in a hole part 16 of a case 14, a cylindrical cap member 40 is fitted in the hole part 16, and when a shaft 12 is inserted in the hole part 16 of the case 14 through a bearing surface 22 of the cylinder 20, the shaft 12 is inserted in the cylinder 20 while enlarging the diameter of the bearing surface 22. The endless annular elastic member 30 is compressed in the radial direction of the cylinder 20 between a small-diameter inner peripheral surface 1404 and the base 2006 of the recessed groove 2004 so that the section is collapsed in a flat shape in the longitudinal direction of the cylinder 20. The upper limit value of torque transmitted between the shaft 12 and the cylinder 20 is determined by the frictional force acting between the bearing surface 22 and the outer peripheral surface of the shaft 12 pressed to each other by the elastic force exhibited by the collapsed endless annular elastic member 30.
