PROBLEM TO BE SOLVED: To use an electric double layered capacitor as a charging power supply for emergency use. SOLUTION: This electric double layered capacitor 4 constituting a plurality of capacitor cells 4a to 4c is connected in parallel with a direct current power source 1 through series-parallel switching devices R3' to R5' at the time of charging so as to prevent voltage distribution to the respective cells 4a to 4c from getting uneven at the time of charging. At the time of discharging, the plurality of capacitor cells 4a to 4c are connected with a valve drive motor 7 in series through the series-parallel switching devices R3' to R5' so as to obtain a prescribed voltage.
