PROBLEM TO BE SOLVED: To provide a method for recycling treatment of organic waste such as food residue like garbage, and waste of marine products such as the bony parts after fish is filleted into an effective organic fertilizer and soil amendment at a low cost, and an apparatus therefor. SOLUTION: The recycling treatment method comprises an adjustment and a temperature-raising process, a decomposition process, and a drying process. In the adjustment and temperature raising process, rice bran is mixing in organic waste, and a mean moisture-content of the mixture is adjusted to the range of 35-70%, and is forcibly stirred and heated to the range of 35-70°C of the mean temperature. In the decomposition process, the organic matter is converted to have lower molecules under occasional stirring in the range of the above temperature. In the drying process, the mixture is heated under stirring and open-air introduction up to the mean temperature of 80-110°C, and the inside moist air is discharged to the outside to reduce the mean moisture-content to 20% or lower.
