PROBLEM TO BE SOLVED: To provide a season ticket issuing system capable of continuously selling an attending school season ticket even on a yearly basis. SOLUTION: This season ticket issuing device 110, which issues a new attending school season ticket, is provided with: an input part 112 to which information for issuing a new attending school season ticket is inputted by the operation of a season ticket purchaser; an attending school certificate information acquiring part 113 which acquires attending school certificate information from the attending school certificate of the season ticket purchaser and transmits the attending school certificate information to a staff device; and a season ticket issuing part 115 which records and issues information for judging a continuable expiration date at the time of purchasing the continuous attending school season ticket the next time in a new attending school season ticket based on the information inputted to the input part and the information inputted to the staff device. Also, the staff device 120 is provided with an input part 122 to which the information for issuing the new attending school season ticket is inputted by the operation of the station staff who refers to the attending school certificate information transmitted from a photographing part.
