<P>PROBLEM TO BE SOLVED: To provide a writing barrel whose inside can be seen through an outer sheath barrel while a wall-thickness of the outer sheath barrel is made small, and a writing instrument. <P>SOLUTION: This writing instrument is equipped with a hollow outer sheath barrel 1, a storage barrel 20 which is inserted into the barrel 1, and a tube body 30 which is inserted into the storage barrel 20 so as to supply ink 31 to a writing chip 32. A part of the barrel 1 is formed of a resin; the rest is formed of a metal ring 10; the storage barrel 20 is molded from a low-gas-permeability or gas-impermeable material, so that pressurized gas can be infilled between the storage barrel 20 and the tube body 30; the writing chip 32 is supported by an opened leading end of the tube body 30; and a space S is formed between the storage barrel 20 and an opened terminal end of the tube body 30.
