PROBLEM TO BE SOLVED: To provide a primer composition and a primer capable of obtaining bond strength in early stages and obtaining sufficient bond strength without causing release even when repairing mortar is thickly attached to a ceiling plane also in application to the ceiling plane and to provide a method for carrying out primer treatment by using the primer. SOLUTION: The primer composition comprises a polymer dispersion and one or more kinds of inorganic salts selected from a group consisting of an aluminate, a carbonate and a nitrate in an amount of 2-100 pts. wt. based on 100 pts. wt. polymer dispersion expressed in terms of the solid content. In the primer composition, the inorganic salt is a lithium salt or a calcium salt. The primer composition comprises, preferably, the polymer dispersion and aluminum sulfate in an amount of 2-100 pts. wt. based on 2-100 pts. wt. polymer dispersion expressed in terms of the solid content. The primer composition further comprises a thickener. The primer comprises the primer composition. The method for carrying out primer treatment comprises using the primer.
