PROBLEM TO BE SOLVED: To prepare a perming sheet ensuring a treatment preparation not to adhere to new-grown hair and also ensuring a perming liquid not to adhere to damaged hair when the perming liquid is sprinkled only on the new-grown hair, and to provide a perming method using the perming sheet. SOLUTION: The perming sheet 10, to be wrapped on a rod 28 together with the hair 20, comprises a sheet 12 made of a liquid-impermeable flexible material and a treatment preparation 14 adhered to one side of the sheet 12. The perming method comprises the following way: In wrapping the rod 28 together with the hair 20, damaged hair 26 is contacted with the treatment preparation 14, and with the treatment preparation 14-free side of the sheet 12 as outer side, the rod 28 is wrapped with the damaged hair 26 and the perming sheet 10, wherein the contact area for the perming sheet 10 and the damaged hair 26 corresponds to at least one circumferential length of the rod 28 from the boundary at new-grown hair among the damaged hair toward the free end side of the damaged hair 26.
