PROBLEM TO BE SOLVED: To effectively utilize an ore with much water of crystallization as a raw material of iron and steel, while inhibiting a melt of a partially reduced agglomerated ore formed in a sintering process from clogging in a grate to aggravate permeability of a bed. SOLUTION: The method for manufacturing a partially reduced agglomerated ore comprises the steps of: blending 10 to 20 mass% charcoal material to 100 mass% sintering raw material containing a powder iron ore and a lime-based auxiliary material as main components; granulating the blend to form an inner layer; coating it with an outer layer containing 1 to 4 mass% charcoal material with respect to 100 mass% sintering raw material to form pseudo-particles 40 having a dual layer structure; charging them into a downward sucking endless and movable sintering machine 200; and firing them to directly reduce the powder iron ore with fixed carbon inside the pseudo-particles, wherein the firing is carried out after the bed 13 consisting of the pseudo-particles 40 and the ore 50 with much water of crystallization, of which the ore forms a sole ore layer, has been formed on a moving grate 11 of the sintering machine 200.
