<P>PROBLEM TO BE SOLVED: To provide a video signal coding apparatus capable of reducing mosquito noise caused around characters in the case of coding the video signal. <P>SOLUTION: A telop detection section 10 reads the video signal from a frame buffer 11 in units of macro blocks, and decides the video signal to be a telop (character region) when any macro block includes many white levels, when an adjacent block includes data, or when a result of a median filter indicates consecutiveness, a DCT/quantization section 30 quantizes the telop region (character region) by changing a quantization parameter using a coefficient when the block is decided as very likely the telop and thereafter the result is coded. <P>COPYRIGHT: (C)2005,JPO&NCIPI |
