<p><P>PROBLEM TO BE SOLVED: To provide a service determination system, a service determination server device, as well as a method, and a program, extracting a movement history of an IC card in real time to certainly manage a site, and changing service contents to activate the site. <P>SOLUTION: An event management system 1000 applied with this service determination system has: an event management server 200 managing a visitor of the event site by use of the IC card 800; a reception terminal 300 of an entrance and exit area 350; and an IC card signal transmitter/receiver 400 installed in each of a plurality of areas. The event management server 200 receives a card identification number from the IC card signal transmitter/receiver 400, extracts an area ID, and determines the service contents on the basis of the area movement history of the visitor generated by rearranging the area IDs in order of area entrance time.
