PROBLEM TO BE SOLVED: To provide a function control system of a portable terminal and a portable terminal capable of setting individually the availability restriction of each function which a portable telephone has and of performing set-up every small-scale building or site. SOLUTION: The invention installs a repeater base station to cover only a range of a place to be regulated at a place where use of the functions equipped with the portable telephone are regulated, provides the portable telephone within the range to be covered restriction information to be information on the function of the portable telephone whose use is regulated together with position information, and has the portable telephone set operation in accordance with each restriction information.
