PROBLEM TO BE SOLVED: To provide an unlocking tool which can quickly unlock a cylinder lock through simple operation without duplication of a key, and to provide an unlocking tool set and a method of unlocking the cylinder lock. SOLUTION: The unlocking tool A1 is formed of a pair of unlocking bars 6, 7 which are movable in a direction that crosses an insertion direction when inserted in a keyhole 30. The unlocking bars 6, 7 have a necessary number of engaging portions at locations corresponding to tumbler projections 40a, 40c, 50a, 50c, 50e of disk tumblers 4a, 4c, 5a, 5c, 5e, respectively, along a lengthwise direction of the unlocking bars 6, 7, and each engaging portion has a step in a biasing direction depending on whether each of the tumbler protrusions 40a, 40c, 50a, 50c, 50e is located closer to an axis of an inner cylinder 3 or a closer to a circumference of the inner cylinder 3.
