PROBLEM TO BE SOLVED: To obtain an oil-based cleansing composition that retains high washability and causes no apparent white turbidness even when water is admixed thereto, induces no deterioration of massage performance and has excellent safety such as reduced irritation to the eyes. SOLUTION: This oil-based cleansing composition comprises (A) a nonionic surfactant of 6 to 14 HLB, (B) oil-based components and satisfies the following conditions (1) and (2): (1) the amount of the water to be mixed is < 5 % mass and (2) when the composition and water are mixed at a ratio of 4 : 6, the mixture formes a micellar aqueous solution phase or a bicontinuous microemulsion phase.
