PROBLEM TO BE SOLVED: To provide a comparatively inexpensive technique for restraining the waste dumped into a waste dumping recessed place from being impregnated with rainwater. SOLUTION: A water sealing sheet material 40 having a wall portion thicker than other portions on the periphery is laid on the waste 30 dumped into the waste dumping recessed place 10 of a waste disposal site 100 and fixed by an anchor 50. The wall portion is formed by filling an airtight chamber 42 with air. Even when it rains, the waste 30 can be restrained from being impregnated with rainwater since the rainwater on the sheet material 40 is collected in a recessed portion 43 surrounded by the wall portion.
