PROBLEM TO BE SOLVED: To provide a method of fixation of an organic or inorganic material and a nanometer raw material. SOLUTION: A suspension, which is a coating liquid, produced by mixing an organic aid, a surfactant, a stain removal solvent, a penetrating agent, and an emulsifying agent in an amount of 0.01-5% by weight in total coating liquid is formed in nano-meter raw materials of nanometer titanium dioxide (TiO<SB>2</SB>) and silicon dioxide (SiO<SB>2</SB>) a plurality of rows of synthesized by a sol-gel method and the pH value is adjusted to keep the suspension state and then the coating liquid is evenly distributed in the surface of an organic or inorganic substrate by a roller coating manner and dried by sun ray or ultraviolet ray to oxidize the organic aid to CO<SB>2</SB>and H<SB>2</SB>O and evaporate them by the titanium dioxide, to stick remaining inorganic titanium dioxide and silicon dioxide to the surface of the substrate, and to bond the substrate and the titanium dioxide (TiO<SB>2</SB>) by the silicon dioxide (SiO<SB>2</SB>) and the surface cleaning is further carried out.
