PROBLEM TO BE SOLVED: To provide a vertical filling and packaging machine capable of stopping an operation during its filling and packaging process when a film shifts in position, and making a package while keeping a good sealed state on a vertically sealed portion, and a method of sensing the shift in position of the film in the packaging machine. SOLUTION: The vertical filling and packaging machine includes a film feed mechanism 19 located between a vertical sealing mechanism 15 and a lateral sealing mechanism 16 for pinching the film F by a pair of feed roll members 19A for feeding it out, film position shift sensing means 20L and 20R located between the vertical sealing mechanism 15 and the feed mechanism 19 for sensing whether at least one of side ends of the fed film F has shifted from a predetermined feed position, and a control part 22 capable of stopping the operation of the filling and packaging machine based on sensing signals of the sensing means 20L and 20R.
