PROBLEM TO BE SOLVED: To reduce the amount of data, by storing important video images clearly in a storage device and storing unimportant video images at a low-bit rate in the storage device. SOLUTION: Upon receiving alarm data indicative of rainfall exceeding a reference level, a camera control information transmitting section 13 transmits setting information of a camera stored in a preset information storage section 12. Based on rainfall start time information stored in a rainfall information storage section 14, rainfall prediction information stored in a prediction rainfall information storage section 15, and information concerning the remaining library storage capacity stored in a library free space information storage section 16, a rate determining section 17 determines whether the amount of data is large and high definition high MPEG data are stored in a library 25 or the amount of data is small and low definition low MPEG data are stored in the library 25.
