PROBLEM TO BE SOLVED: To provide a paper holder and a paper holder device for fitting to a unit-type device, in which a main part is stored inside a closed case, and enabling easy and secure drawing-out of roll paper. SOLUTION: The paper holder 1 is provided with a holder part 3 for holding roll paper 2. An upper guide plate 7 and a lower guide plate 8 are arranged vertically so that their faces oppose each other with a specified gap, and that the edges 7a and 8a of the upper and the lower guide plates 7 and 8 form a paper draw-out mouth 10. A guide part 6 inclines downward toward the edges 7a and 8a. A front plate 11 is formed continuously and integrally with the guide part 6, and has the paper draw-out mouth 10 on a front face and a holder part 3 fitted on a back face. A draw-out opening 14 is a long notch-like recessed groove, in which the finger tip can be inserted, and is formed on the edges 7a and 8a of the upper and the lower guide plates 7 and 8 along a draw-out direction Y.
