PROBLEM TO BE SOLVED: To provide an additive capable of controlling the dissolving rate in water with a simple method. SOLUTION: The first additive is composed of powder having hardly dissolved in water and granular material containing urethane resin, and is added into water in sealing state sealed in a sealing member made of nonwoven fabric. The first additive is obtained by mixing the powder and the urethane resin dissolved in a solvent, and then drying the mixture and volatizing the solvent. The first additive is formed in almost globular-shape under interweaving and sticking state of the powder and the urethane resin, and the dissolving rate of the powder in water can be controlled up and down.
