<P>PROBLEM TO BE SOLVED: To clearly and fairly decide advertisement distribution quantity concerning advertisers in different advertisement fee calculation systems such as CPM, CPC and CPA for performing advertisement distribution. <P>SOLUTION: An advertisement management server 10 is provided with an advertiser information database 16 for recording the calculation system of an advertisement fee and an advertisement fee unit in the arithmetic system or the like for each advertiser and an advertisement storage database 18 for recording advertisement data representing the advertisements of each advertiser. An advertisement carriage management server 12 calculates xCPM by converting the advertisement fee unit of CPC and CPA recorded in the advertiser information database 16 into the advertisement fee unit of CPM for each advertiser in response to an advertisement distribution request from a user terminal 40, and decides which advertiser's advertisement data should be distributed based on the xCPM.
