PROBLEM TO BE SOLVED: To provide an entire 3D circumference model of high quality by minimizing displacement between adjoining partial 3D models at creation of a 3D model, showing whole circumference of a body by bonding and joining several partial 3D models representing circumference of the body obtained from different view points. SOLUTION: Of multiple three dimensional measuring units 11, 8 pieces of the unit are placed as surrounding the measured body at the interval of 45 degrees. Each three-dimensional measuring unit 11 gains the coordinate data in own local coordinate system. A coordinate transformation unit 12 transforms the coordinate data in the local coordinates gained from each three-dimensional measuring unit 11 to the world coordinate system. Thus, a coordinate data memory unit 13 stores the partial 3D models; a data output unit 14 of the 3D model set data extracts model set data, consisting of the two partial 3D models opposite to each other from the coordinate data memory unit 13; a corresponding data determination unit 15 determines, corresponding points between two sets of 3D model set data, and a coordinate data correcting unit 16 corrects one set of the 3D model set data so as to minimize the distance of the corresponding points.
