PROBLEM TO BE SOLVED: To make it difficult for sediment to remain on a ground when towing is stopped or in turning or sediment to soar during towing by dispersing the cut sediment to provide an excellent leveling effect. SOLUTION: A large number of frame-like elements 14 are uniformly disposed between a towing side base body 10 and a tail side base body 12 in a staggered state at intervals in the longitudinal direction. A wire rope 16 is passed through insert holes 14b arranged at the front and rear parts of the frame-like elements 14 and installed in a tensed state. Spacers 18 inserted onto the wire rope 16 are pressingly held between the frame-like elements 14 adjacent to each other in the longitudinal direction to form a space portion 20. The lower end edge parts of the frame-like elements 14 are substantially brought into contact with a horizontal plane in the state of being placed on the horizontal plane, and the spacers 18 are vertically separated from the horizontal plane.
