PROBLEM TO BE SOLVED: To reduce a processing load of a network by performing communication regulation according to a location of an action addressee. SOLUTION: When having entered a station yard, a mobile phone 10 registers compulsorily its location to a location information management apparatus 60 by using a location number "1" informed from an entrance management apparatus 40. The location numbers and incoming call control contents have been registered according to bearers (voices and data) in the location information management apparatus 60, so that the incoming call contents to the mobile phone 10 of a transmission source can be specified by reception of the location number "1" for every bearer. An incoming voice call corresponding to the location number "1" is regulated in the location information management apparatus 60. Accordingly, even if a mobile phone 30 transmits a voice call to the mobile phone 10, general calling of the mobile phone 10 is not performed and guidance for informing the whereabouts of the transmission source is transmitted to the mobile phone 30.
