PROBLEM TO BE SOLVED: To reduce communication costs by suppressing the frequency of revolution of an unallocated task around a ring while utilizing conventional characteristics that allocation of generation time and simultaneous allocation of a plurality of tasks can be performed. SOLUTION: In the case of allocating a task at optimum time for a server while allowing the unallocated task to revolve around a ring, a server of a minimum amount of load is stored in a message, and when the message revolves around the ring once or more without meeting a server which is executing allocation processing, allocation processing is forcedly started on the server of the minimum amount of load which is stored in the message.
