PROBLEM TO BE SOLVED: To provide a water level difference operation circulation type heat exchanger capable of remarkably reducing pumping power consumed for pumping up surface warm sea water and deep cold sea water in conventional power generation by an ocean temperature difference, and to improve a net output of power generation. SOLUTION: In a sea water circulating method necessary for a condenser or an evaporator in power generation by an ocean temperature difference, a high water level tank 5 and a low water level tank 6 are connected by a flow channel of a working fluid 9 through a high-pressure pipe 7, a heat exchanger 2, a low-pressure pipe 8, and the condenser 1 or evaporator, the water level difference 4 is constantly created by the pump 3 to constantly circulate the working fluid from the high water level tank 5 to the lower water level tank 6 through the heat exchanger 2 and the condenser 1 or the evaporator.
