PROBLEM TO BE SOLVED: To provide an air spring device and a suspension device capable of reducing a necessary loading space. SOLUTION: This air spring device 15 comprises a diaphragm 23 surrounding a variable displacement air chamber 44, an air spring cover 21 fixed to a car body 27 in a state of attaching one end of the diaphragm 23 thereto, an air spring piston 22 having a side wall part 22b for attaching the other end of the diaphragm 23, rolling a folded overlap part 23a of the diaphragm 23, and being oscillatably supported by a bracket 14a of a hub carrier through a joint 45, an expandable and contractible centered forcible internal guide member 25 oscillatably supported by the air spring cover 21 through an upper support 26 at its one end, and fixed to the air spring piston 22 at the other end, and an outer cylinder 24 fixed to the air spring cover 21 and externally inserted to be internally kept into contact with the diaphragm 23.
