PROBLEM TO BE SOLVED: To register identification information of both of a radio master unit and a radio slave unit using radio communication without needing a human labor. SOLUTION: A setter is used to register identification information of a radio master unit in a radio slave unit beforehand. The radio slave unit performs intermittent reception and waits transmission from the radio master unit. The radio master unit transmits a telegraphic message of a registration request. The radio slave unit which receives the telegraphic message, confirms from contents of the telegraphic message that the registration request is addressed to the slave unit itself. After the confirmation, the radio slave unit transmits a telegraphic message of a response to the radio master unit.
