<p><P>PROBLEM TO BE SOLVED: To prevent voice call quality from being extremely reduced without initializing buffers as measures to cope with over-run or under-run occurrence, without immediately increasing/decreasing buffers or initializing buffers even if the oscillation of varying a reception interval of packets occurs. <P>SOLUTION: A reception location analysis/control section 10 receives from a dynamic buffer section 6 signals 16 and 17 indicating which buffer receives an incoming packet. The reception location analysis/control section 10 includes a receiving process part and a reproducing process part. In the receiving process part, a reception location is confirmed, it is judged whether a reception packet 15 tends to over-run (a clock term of a receiving terminal is longer than that of a transmitting terminal) or tends to under-run (the clock term of the receiving terminal is shorter than that of the transmitting terminal), and confirms a loss rate and a delay packet rate of reception data.
