PROBLEM TO BE SOLVED: To provide a tool manufacturing method for easily forming the tip part of a fine tool into hhemispherical shape with high accuracy. SOLUTION: A groove 103 of semicircular cross section vertical to an extending direction is formed in a tip machining electrode 102. A tool member 101 is disposed so that an axis passing through the curvature center of the groove 103 is perpendicular to a main axis Az. When electric discharge is generated with the tool member 101 brought close to the tip machining electrode 102 while rotating the tool member 101 around the main axis Az, the shape of the groove 103 is transferred to form the tip of the tool member 101 in hhemispherical shape.
