A vacuum heat insulating material comprising a core material of inorganic fibers and an envelope material enveloping the core material, wherein the inorganic fibers are composed mainly of silicon oxide and, at the surface thereof, have a ratio of Si-OH/Si-O of 0.1 to 20, the inorganic fibers having intersection points resulting from mutual adhesion thereof through intermolecular interaction attributed to Si-OH groups.
