PROBLEM TO BE SOLVED: To provide a visible light responsive titanium dioxide precursor having excellent photocatalytic activity and a method for manufacturing the same, visible light responsive titanium dioxide and a method for manufacturing the same. SOLUTION: Chlorine ions are removed from a hydrolyzate of an aqueous titanium tetrachloride solution, this hydrolyzate is deflocculated by adding hydrochloric acid, and this deflocculate is aged by heating. Ammonia is added to the deflocculate aged by heating and filtration is carried out to form the visible light responsive titanium dioxide precursor. This precursor is fired at a relatively low temperature of about 400°C to form rutile type or rutile-anatase mixed crystal type titanium dioxide having visible light responsiveness.
