<P>PROBLEM TO BE SOLVED: To prevent damage of a solid polymer electrolyte film while uniformizing surface pressure added on a gas diffusion layer. <P>SOLUTION: An anode gas diffusion layer electrode 9 and a cathode gas diffusion layer electrode 11 are arranged on either side of a solid polymer electrolyte film 7, and a separator having a reaction gas flow passage is arranged at the outside of the respective electrodes 9, 11, and gas is sealed by arranging gas sealing materials 19, 21 between the solid polymer electrolyte film 7 of which, an outer peripheral side is protruded against the respective electrodes 9, 11 and the separator, and the separator. Thermosetting resin 69 is poured into a gap 63 formed between an outer peripheral edge part of the anode gas diffusion layer electrode 9 and an inner peripheral edge of the gas sealing material 19, and cured by heating.
