PROBLEM TO BE SOLVED: To provide a quay structure which is formed at a low cost, in a short construction period, without damaging the environment, and in a manner making effective use of earth produced at the time of dredging or excavating submarine sediment in a harbor, and to provide a method of forming the quay structure. SOLUTION: The quay structure is formed of an earth pressure bearing structure 24, solidified earth 26, and a plurality of planar reinforcing members 28. The earth pressure bearing structure functions to enclose a sea area in the vicinity of an existing quay structure 2 as a quay construction area E, in cooperation with the existing quay structure, and is arranged along a peripheral area other than an area of the existing quay structure, to thereby separate sea water inside the construction area from that outside the construction area over a height from a sea level S to a sea bottom 22. The solidified earth is sequentially deposited at every predetermined height in the construction area from below upward. The planar reinforcing members are almost horizontally arranged like planes in the solidified earth at every predetermined height.
