PROBLEM TO BE SOLVED: To provide an inching control method for stopping plant equipment when communication abnormality occurs between a handy terminal and a sequencer during inching operation. SOLUTION: In a handy terminal control system wherein operation of the plant equipment is performed by the handy terminal connected to a plant control LAN, when performing inching control operating the plant equipment only while pushing a plant equipment operation button of the handy terminal, an operation instruction is transferred to the sequencer controlling the plant equipment from the handy terminal (step 61), operation output of the plant equipment is turned on or off on the basis of the instruction after the sequencer receives the instruction (step 62). Provided that the output of the plant equipment is continuously turned on for a little longer time than a time of normal operation and over a time decided within a margin of security (step 63), the output is once turned off (step 64).
