<p><P>PROBLEM TO BE SOLVED: To prevent deterioration of picture quality even in the case of causing a significant change in a screen. <P>SOLUTION: The image processing apparatus comprises: an input means for inputting a moving picture signal; an extraction means for extracting a partial area in a plurality of frames of the moving picture signal inputted by the input means; an encoding means for encoding a moving picture signal in the partial area extracted by the extraction means using intra-frame encoding and inter-frame predictive encoding schemes; and a control means for detecting a motion of the image in any area other than the partial area in the moving picture signal inputted by the input means and controlling a timing to execute the intra-frame encoding scheme by the encoding means based on a result of the motion detection. <P>COPYRIGHT: (C)2005,JPO&NCIPI</p> |
