PROBLEM TO BE SOLVED: To provide a waterproof sheet with a monitoring function, which is low in cost, and positively carries out measuring of damage of the sheet, caused by ground pressure, and to provide a tunnel having the waterproof sheet. SOLUTION: The tunnel is constructed of primary lining concrete 2 arranged along the natural ground 1, the waterproof sheet 3 arranged under the primary lining concrete 2 and equipped with an optical fiber sensor, and secondary lining concrete 5 arranged under the waterproof sheet 3 equipped with the optical fiber sensor.
