PROBLEM TO BE SOLVED: To prepare an emulsion-type hair liquid prepared by mixing a hair-setting agent, a high-polymeric silicone, and a low-polymeric silicone thereinto, having excellent feelings when used (release from stickiness when used, smoothness when used, suppleness when finished, flexibility when finished, smoothness when finished, setting force when finished, and retension of the setting force) and having excellent stability with the elapse of time. SOLUTION: This emulsion-type hair liquid contains components (a) to (d) as follows: (a) a (sodium acrylate/acryloyldimethylurethane) copolymer in an amount of 0.01-2 wt%; (b) the hair-setting agent in an amount of 0.1-10 wt%; (c) the high polymeric silicone in an amount of 0.1-10 wt%, and (d) the low polymeric silicone in an amount of 0.1-15 wt%.
