PROBLEM TO BE SOLVED: To move a steering wheel without reducing a space in front of the chest and the face of a driver. SOLUTION: When the steering wheel is jumped up by a jumping up mechanism making the steering wheel to the maximum telescopic state by a turning mechanism 14 at jumping up, a projection end of a stopper lever 43 is abutted on a first engagement part 42a of a telescopic stopper 42 and the telescopic stopper 42 is turned in a counter-clock wise direction. Thereby, a projection part extending to a front side of the vehicle body becomes movable without being obstructed by a restriction part 52 in the second engagement part 42b and the steering wheel can be turned making a tilt hinge shaft as a center.
